No. It only identifies programs to ask about. The administrator must confirm the customer, property, equipment, project scope, funding, amount, application timing, and combination rules in writing.

Can multiple administrators fund the same project?

Possibly, but compatibility cannot be inferred from different program names or funding sources. Obtain written rules from each affected administrator before including more than one incentive in a budget.

Is HEAR the same as EmPower+?

No. HEAR (formerly HEEHRA) and EmPower+ are separate program paths. Current New York availability, funding interaction, household rules, eligible measures, and delivery method must be confirmed by their administrators.
