Are federal IRA tax credits (25C / 25D) still available in 2026?

No. The federal 25C (heat pump, HVAC, weatherization) and 25D (solar, geothermal, battery) tax credits expired December 31, 2025 under the 2025 federal budget law. Equipment placed in service in 2026 no longer qualifies. The HEEHRA / HEAR rebate program is still funded for income-qualified households, and NY State programs (NYS Clean Heat, EmPower+, NYS geothermal credit) remain active.

In NYC: NYSERDA EmPower+ (Tier 1 up to $14,000 fully covered for households ≤60% AMI, Tier 3 up to $7,000 / 50% match for moderate income), or Con Edison Clean Heat ($4,000–$10,000 instant invoice credit for market-rate). Statewide: HEEHRA up to $14,000 for income-qualified electrification, EmPower+ weatherization, NYS 25% geothermal tax credit (up to $5,000), and National Grid furnace/boiler rebates.

Is the PSEG-LI heat pump rebate really a flat amount, not per-ton?

Yes. As of the current PSEG Long Island Home Comfort Program, the air-source heat pump rebate is a single flat amount per single-family structure — $4,000 market-rate or $7,500 income-qualified — regardless of system tonnage. The older 'per-ton' figures you may have read about referred to NYS Clean Heat's general framework, but on Long Island that program is administered by PSEG-LI with the flat-tier structure. Manual J sizing (100–120% of load) and a Participating Partner installer are required.

Can I get both NYS Clean Heat AND the PSEG-LI rebate?

No — they are the same money. On Long Island, NYS Clean Heat dollars are administered by PSEG-LI as the Home Comfort Program, so the PSEG-LI rebate IS the Clean Heat rebate. In NYC, Con Edison Clean Heat is the same thing. Stacking both would double-count the same incentive, which is why our wizard only shows the version that actually applies in your region.

How do NYC heat pump rebates work for my income level?

NYC has three mutually exclusive paths based on Area Median Income (AMI), and you qualify for exactly one. Low income (≤60% AMI — e.g. under $97,200 for a family of 4): NYSERDA EmPower+ Tier 1 covers up to $14,000, typically 100% of the project. Moderate income (61–80% AMI — roughly $97K–$130K for a family of 4): EmPower+ Tier 3 covers up to $7,000 as a 50% match (you pay the other half). Market rate (>80% AMI): Con Edison Clean Heat pays $4,000–$10,000 as an instant invoice credit. Receiving HEAP, SNAP, TANF, SSI, or Medicaid automatically qualifies you as low income regardless of stated income.

How do I get a rebate — check, tax credit, or instant discount?

Most of the rebates we file (PSEG-LI Home Comfort, Con Edison Clean Heat, National Grid, EmPower+) are issued as instant invoice credits at the time of install — you simply pay less out of pocket, no waiting for tax season. HEEHRA rebates are also instant point-of-sale discounts through participating contractors. The NYS 25% geothermal tax credit is claimed on your state tax return the year your system is placed in service.

Who qualifies for HEEHRA and EmPower+?

Both are income-qualified and use HUD Area Median Income (AMI) by household size, not flat dollar brackets. HEEHRA covers households up to 150% AMI with up to $14,000 toward electrification (counted as a household cap — $8,000 heat pump, $4,000 panel, $2,500 wiring, $1,750 HPWH, $1,600 weatherization, all overlapping toward the same $14k ceiling). EmPower+ Tier 1 covers ≤60% AMI households (no-cost weatherization plus heat pump install). EmPower+ Tier 3 covers 61–80% AMI as a 50% match. Receiving HEAP, SNAP, TANF, SSI, or Medicaid automatically qualifies your household as low income regardless of stated income.

Does Home+ handle the rebate paperwork?

Yes. As a PSEG-LI Participating Partner and a participating contractor for HEEHRA, EmPower+, Con Edison Clean Heat, and National Grid, we submit every rebate application on your behalf and provide all required AHRI certificates, Manufacturer Certification Statements, and Manual J load calculations. You see the rebate as an instant invoice credit — no paperwork on your end.

Are renters or co-op / condo owners eligible?

Renters cannot apply directly — every rebate program on this page requires the property owner to be the applicant. If you rent, share the program with your landlord or ask us to reach out. Co-op and condo owners go through a different program path: NYC Accelerator's multifamily track and NYSERDA Multifamily Affordable Solutions, rather than the single-family EmPower+ Tier 1 rebate. The wizard adjusts your results based on the home type you select.

Do I have to be a PSEG-LI or Con Edison customer to get these rebates?

Yes for the utility-administered programs. The PSEG Long Island Home Comfort heat pump rebate requires an active PSEG-LI electric account at the install address, and the Con Edison Clean Heat rebate requires an active Con Edison electric account. National Grid gas furnace and boiler rebates require an active National Grid gas account. NYSERDA programs (EmPower+, NYS Clean Heat, NY-Sun, geothermal tax credit) and federal HEEHRA are not tied to a specific utility — any New York homeowner in the eligible region qualifies.

How long does a typical rebate process take from install to credit?

PSEG-LI Home Comfort, Con Edison Clean Heat, National Grid, and federal HEEHRA are all instant invoice credits — they appear as a discount on your install invoice the day equipment is energized. NYSERDA EmPower+ Tier 1 (no-cost) is also handled inline: the contractor is paid directly by NYSERDA so you never see a bill. The only exception is the NYS 25% geothermal tax credit, which is claimed on your state return the year your system is placed in service, so the cash benefit shows up at tax time.

(3) Income-qualified path: on Long Island the flat $7,500 Home Comfort Plus tier is the IQ rebate; in NYC the IQ path is NYSERDA EmPower+ Tier 1 (up to $14,000, typically 100% covered) rather than Con Edison.

What's Manual J sizing and why does it matter for the rebate?

Manual J is the ACCA-standard room-by-room heating and cooling load calculation that determines the correct heat pump tonnage for your specific home. Both PSEG-LI and Con Edison require the installed system be sized between 100% and 120% of your Manual J design load to qualify for the rebate — oversized systems short-cycle and are disqualified. Home+ runs Manual J on every install at no extra cost and includes the calculation in your rebate paperwork.
